Dumping detected: govt slaps steep duties on China, S. Korea, Vietnam-imported steel

Duties of up to 57.9% will take effect July 7 after authorities found galvanised steel products were being sold in Malaysia below market prices while probe continues

KUALA LUMPUR – The government will impose temporary anti-dumping duties of up to 57.9% on certain iron and steel imports from China, South Korea and Vietnam starting July 7, after finding early evidence the goods were being sold at unfairly low prices in Malaysia.

The duties – ranging from 3.86% to 57.90% – will apply to galvanised iron or steel coil and sheet products, and remain in force for up to 120 days while a full investigation continues.

“The government has found sufficient evidence that imports of galvanised iron or steel coil and sheet products from China, South Korea, Vietnam, were brought into the country at dumped prices,” said the Investment, Trade and Industry Ministry (Miti) in a statement.

“To prevent further material injury to the domestic industry during the investigation… the government has decided to impose a provisional anti-dumping duty, in the form of a bank guarantee, equivalent to the identified dumping margin.”

A final decision will be made by November 3.

The probe began in February following a petition by CSC Steel Sdn Bhd, which alleged that the goods were being sold in Malaysia at prices lower than in their own domestic markets, harming local producers.

The investigation is being carried out under the Countervailing and Anti-Dumping Duties Regulations 1994.

Miti also said that all interested parties – including importers, producers, foreign exporters, and relevant associations – are welcome to provide feedback on the preliminary findings.

“Submissions must be made no later than July 14, 2025,” it added.

“Interested parties may obtain the non-confidential version of the Preliminary Determination report via the Trade Remedies Investigation Management system at https://traderemedies.miti.gov.my/.” – July 5, 2025
